Der Schumann-Plan wurde im Mai 1950 vom französischen Außenminister Robert Schumann vorgelegt. Die Idee war es, die deutsche und französische Kohle- und Stahlindustrie, die im Zweiten Weltkrieg zentral für die Rüstungsindustrie war, dem nationalen Einfluss zu entziehen und einer gemeinsamen europäischen Behörde zu unterstellen. Damit sollte der Frieden in Europa gesichert und die Zusammenarbeit zwischen den Staaten gefördert werden. Der Schumann-Plan war damit einer der ersten Bausteine der Europäischen Union.
